Team Leader. Led a team of experts in the preparation of a Gap Analysis on the Blue Economy of Antigua and Barbuda to support the country in its work to establish a new Government Department for the Blue Economy. Tasks included organizational review and operating procedures, capacity needs and institutional review, public expenditure analysis and recommendations.
